The City of Naperville

This was requiring greater quantities of sewer water to be processed, increasing the City's treatment costs and the amount of pollution released into the atmosphere. The problem was only made worse by numerous annual freeze-thaw cycles and ground movement, which created more cracks in the concrete — thus, more entry points for inflow and more street repairs around their manhole openings.
