Exactly what the fish think it is, no one’s sure. I’ve heard a dozen theories from a dozen anglers: a big shrimp; a sideways-swimming crab; a bottom-hugging mullet; an eel.

For fun I’ll throw in my own two cents: a snook. Those long, contrasting fibers extending beyond the skirt? The ones that make these popular jigs lure look like a fish with a long, dark, lateral line?

The Florida Fish and Wildlife Research Institute (FWRI) scientists worked in daylight hours, and noted—with minor irritation—that much of the stomach contents were difficult to recognize, in late stages of digestion. I surmise Lt. Col. Clayton Williams would’ve found these reports mildly interesting, but not surprising. He may have also found it amusing that, 50 years later, fishermen are still trying to figure out the “magic” in his lure design.

Oil change ends in flames

What started as a routine oil change ended with Yonas Bekele's 1993 Lexus bursting into flames at a local Jiffy Lube.

Now, he said, the car is too dangerous to drive unless he spends over $8,500 to make needed repairs -- leaving Bekele without a car to get from Plymouth to his classes at the University of Minnesota.

"I'm exhausted and mad," he said. "I'm having a hard time paying rent. I can't afford another payment."

As promised, West Virginia Governor Earl Ray Tomblin introduced a bill Tuesday in the state Legislature to revamp coal mine safety regulations, with provisions detailing revamped ventilation system checks in the mines.

Why the average age of vehicles in America keeps rising

Automaker want to tap into the potential of demand that is simmering with an aging fleet of cars in garages these days, but, simply put, cars cost too much and are failing with every cost increase to meet the masses where it counts - price. But before we go and list the criteria, a simulated conversation on the floor of the North American International Auto Show in Detroit will set the tone of this rant further.

“Say again, Q?” asked agent 007, as they strolled through the displays looking at prices and technologies of the cars they might use in the future.

Q, the infamous technical genius in Her Majesty’s service, looked at him in his typical stern, stiff upper-lip fashion, then said, “Now, see here, 007, when you pull this lever (pronounced lee-ver) called government pressure, you get expensive technologies like forced electrification of the automobile, which in turn delivers a vehicle that the masses simply cannot afford anymore.

And what about those who can barely afford an EV even with a subsidy? They will simply count the total cost, then choose another option or wait until a better option is availed. Thus, their cars are held longer and longer until they decide.

But the government, auto executives and marketing MBAs still do not get it. They’re being pandered to by the bureaucrats of green-at-all-costs persuasion to choose the politically expedient electrification over the more conservative, logical and economic choices like nat-gas vehicles, mild hybrids, stop-start and other IC engine technologies like HCCI and split-cycle air hybrids which are in development until battery technology matures.

So, aside from a robust economy, allow me to vent my own vision on what America needs when it comes to transportation. In my view, based on 39 years in the auto industry and one who has raised a family and is aware of family wants and needs, America needs an automobile that meets all of the following criteria:

A propulsion system that delivers 50 MPG in the city, not just the highway, because that is where most of us drive; plus it more than meets the federal study that says the average daily driving range is 40 miles. Also limits fuel costs to less than $100 per month, even at $3.50 per gallon. Any higher than that and nat-gas should be used without hesitation.

A lightweight body structure that is large enough to accommodate a family of five comfortably, yet enables any choice of propulsion system to be efficient and cost effective, including electric, hybrid, IC engine .

Regardless of brand, there is a size whereby most family transportation needs can be met; and that has to be part of the economic target criteria.

Recall the old days when a factory worker could buy a Ford or a Chevy without air, but with roll-down windows and even rubber floor mats supported by a radio and a heater. At least an owner would have a car that was large enough for an entire family. What do we get today? We get vehicles so loaded up in options that the only way to get a cheaper car is to step down in size to something that no longer fits family needs, not to mention, risk the safety of the family in a crash.

While I like electric cars, at this time they simply violate the first criteria - upfront or monthly cost. However, they do deliver efficiency and lower operating costs. Problem is, it is difficult to justify a $400-450 per month lease for a Volt or a Leaf, especially when a Ford EcoBoost engine in an equivalent sized car will deliver a total operating and total buying cost that is cheaper.

Again, I estimate the size needs are somewhere between a Chevy Cruze, an HHR, a Malibu or a Ford Fusion; the larger the better.

Light weight need not imply less safe, though. Colin Chapman who started Lotus proved this in racing, as he opted to create race cars that were lighter with smaller, less powerful engines, but were equal in safety. Why can’t we do the same? Fact is, we can.

However, ask the steel industry who has a stake in the status quo. Ask the automakers who have already committed millions in manufacturing plants based on the process of welding multiple steel parts. Processing lighter material like aluminum, magnesium and carbon fiber simply change the plant dynamics, not to mention the skill sets of unionized workers who are too often reluctant to change their job description.

Fact is, aluminum and magnesium are indeed lighter; and lighter is what gives every propulsion a greater level of efficiency, whether it is an IC engine or an electric drive motor. If there was ever a place for subsidy, it should be in the research and development of larger, lightweight auto body structures and processes.

The public needs and wants cost efficient, safe, affordable vehicles. They are holding onto their cars longer for real, not imaginary reasons. They want their cars as green as is affordable; but that’s the point that gets missed. In order to make green really count in the world, there has to be volume production associated with it; otherwise the green effort is merely a drop in the ocean. And the only way to sell these new efficient cars in high volume is to reinvent the processes so they can be built at a cost that the masses can afford.

Are you listening, especially Detroit automakers? Do not celebrate too much. After all, NAIAS 2012 is nearly over, so it’s time to get back to work. Fail at this and you will once again pay for your lack of vision. If you do not deliver this time, I fear the Chinese whom you have trained and helped build factories and processes will one day step up to the plate with high quality, lesser priced, light-weight vehicles and export them to America. Time for beds ... and borders

IT does not take a genius to work out that certain colours will be in demand for summer bedding schemes next year.

Red, white and blue should figure strongly in celebration of Her Majesty The Queen’s Diamond Jubilee.

I’d also expect to see the county colours of red and gold welcoming the Olympic Torch as it passes through Northumberland and the whole country might witness displays of gold, silver and bronze as the opening of the games approaches. It all adds up to a great demand for, and possible shortage of, relevant bedding plants.

So which plants are best to cover the suggested colour ranges?

Beginning with traditional bedding subjects, the small viola and large pansy just happen to offer choices in red, white, blue and gold.

They also start blooming early, continuing for weeks on end with regular feeding and dead-heading. Petunias, in trailing and upright form, offer the same range of colours.

Begonias in tuberous and fibrous-rooted state are also sound bankers in my experience.

They come in red, white and gold, but if you intend to raise them yourself from tiny seed do not delay, they need time to develop.

Phlox, verbena and nemesia are ingrained in our summer bedding psyche as typical Union Jack plants – they are available in red, white and blue.

The same can be said of lobelia, because we are so familiar with the upright and trailing types in blue and white.

The red is different in that it is a perennial that is easily raised via division of roots.

Lobelia cardinalis ‘Queen Victoria’ is almost revered by floral artists and gardeners alike, but it is rather special in the border.

Growing these plants for floral impact is fine but don’t forget to add a few that have a significant foliage effect – Senecio cineraria for example. ‘Silver Dust’ has almost white, lace-like leaves and the other favourite is ‘Cirrus’.

Plant calibrachoa in a container and masses of small flowers will be there all summer long. It’s an annual that has gained lots of followers in recent years and the garden trade is rightly awash with it around May and June. Better still, it is available in red, white, blue and gold.

Bacopa is also a relative newcomer whose value lies in a trailing habit. Small flowers in white, blue or gold make it a useful option if you’re looking for something different. Expect an avalanche of flowers all summer long from hundreds of blooms.

Red and white is easily covered if you pick antirrhinum, dianthus, diascia, fuchsia or geranium.

All are tried and tested over the years so it’s all down to a personal choice of favourite cultivars. Impatiens (busy Lizzie) can do the same job but I’ve met too many disappointed parks superintendents in recent times to rely on this plant totally.

Best bet for me are the New Guinea hybrids which have proven to be colourful and more disease tolerant.

There are some super dahlias in red, white and gold, and lupins in red, white and blue.

But perhaps this is enough to be going on with. In truth the choice is almost endless.

I expect the small pots of seedlings and packs of plug plants to appear on the market even earlier this year, because the growers will have anticipated that we are keen to put on a special colour display. Be an early bird by all means but do bear in mind that some protective warmth will be necessary to nurture them towards life in the great outdoors.

Hardy annuals represent good value for money when you have no facilities to raise the tender types, because they are sown directly into the open border at the beginning of April.

All you need is a spare patch of land that can be forked over, trodden and levelled out with a rake. Mark out a few irregular-shaped patches with sand, then fashion short drills with the back of a rake. Sow a packet per patch and stand by for colour.

In several trials over the years, I’ve seen the first seedlings appear in 10 days and the earliest blooms within three weeks of sowing.

It all depends upon the weather, warmth and moisture. Reliable early birds are calendula ‘Touch of Red’, convolvulus ‘Blue Ensign’ and cladanthus ‘Golden Crown’.

Hot on their heels are aster ‘Blue Ribbon’, cornflower ‘Double Mixed’ and lettuce ‘Lollo Rossa’ which is red of course. And if the slightly off-beat or spectacular appeals to you, why not go for a patch of sunflowers ranging in height from a front of border dwarf, to the Russian Giant?

One way of keeping the annual spend on bedding plants under control is to introduce a few more sustainable types, perennials that offer the colour of your choice.

When you have them in the garden forming the basis of a display, it only takes a few annual types to bring it all alive.

We have several euonymus cultivars offering striking, year-round silver and golden foliage.

But two-star performers in this garden have quite humble green-leaved counterparts. The lonicera nitida, commonly used as garden hedging hereabouts, has a golden cultivar ‘Baggesen’s Gold’.

Forward to the Past?

I’m a bibliophile of the first water. I have spent what seems half my life in bookstores all over the world. Some readers praise the creamy texture of a well-bound volume published on good paper. But it is less noted that old books smell—of the places they’ve been, of dust, molds and fungi, of the hand sweat of former owners.

For those baby boomers in their 60s, old-style books do have substantial drawbacks. Print books are often big and heavy. I’ve had back problems and find it difficult to sit for hours with a doorstop in my lap. Carrying a tome on an airplane is literally a pain. As you age, your vision declines, and all the bifocals in the world won’t necessarily let you read small type comfortably. And then, the bane of the bibliophile is the bulkiness of the thousands of volumes you accumulate in a lifetime. You run out of room at home, or at least room your spouse will let you dedicate to yet more bookcases. Some collectors may be so obsessive that they carefully catalog their own private libraries at home, but mine is strewn haphazardly across bookshelves purchased over 30 years, and I can’t always find what I’m looking for.

An e-book reader such as an iPad equipped with a Kindle or Google Books app resolves many of these problems. It is relatively light and portable. Text size and brightness can be adjusted. (People who complain about iPads being backlit don’t seem to realize there is a “sepia” background and that brightness can be changed.) A couple of thousand books can be accommodated as active files on Kindle and many more can be archived. Stanza, Google Books and other applications are virtually infinite in their capaciousness. Books can be stored in the cloud when not in use. On your tablet, books can be listed by author, title or how recently they’ve been read.

But beyond solving the back, eye and space problems of the geriatric set, e-books offer interesting functionalities. You can do keyword searches. Most programs allow bookmarking and margin notes. The Kindle app even allows the collectivity of readers to underline favorite passages together. Some readers attach dictionaries, as with the Kindle app for iPads,Manufacturers and exporters of impact socket, and even foreign-language dictionaries. Looking up recondite words may become more common if it is as easy as tapping on them, and this sort of dictionary work is an aid in reading books in other languages.

The tablet book readers are only a platform. It is content that is important. But the two may work together to effect some interesting changes. Google Books are a potentially major change in our reading lives, and the Google Books app for smartphones and tablets gives the reader access to a wide range of out-of-copyright works for free.

I know many Americans do not read any books once they’re out of school or college. But some do, and what they read has been shaped not only by changing tastes but by availability. The availability consideration is being revolutionized. Dispute over debit-card fees still simmers

The typical debit-swipe-fee reduction, as mandated by the Durbin amendment, amounts to roughly 20 to 25 cents, though the two sides often cite different numbers.

Meanwhile, retailers and banks are preparing for further lobbying battles. Banks, which have lost roughly half their revenue from debit interchange fees, want the rules eased.

Retailers, despite winning what seemed to many outsiders as a clear victory, argue that interchange fees should be cut by roughly another one-half to two-thirds. They also want the government to step in and reduce the interchange fees on credit cards, where even more money is at stake.

Similar to policies implemented in several European and Asian countries, this program takes a different approach from most American solar incentives by simply paying a premium rate for electricity produced for solar installations and other renewable energy sources.

The feed-in tariff offers differing rates for differently-sized solar installations, but any system under 20 kilowatts, which should cover most residential rooftop solar installations, receives a premium rate of 21.8 cents per kilowatt-hour. However, any solar system up to 5 megawatts in size can receive at least 19.7 cents per kilowatt-hour at the least.

The Concord City Council will hold a public hearing Monday night on a proposal that would allow residents to raise a limited number of chickens in their backyards.

Home owners just north of Trenton say they will be blinded by the glare of solar panels and not the sun thanks to the erection of the energy producing cells in their neighbourhood.

"It's going to spoil our view of the Trent River and depreciate the value of our homes," says Terry Walton, who lives on Pinegrove Crescent in Pine Acres subdivision.

But at the same time they say the city should be putting pressure on the provincial government in order to give municipalities more control over where solar panels can be installed.

They got a sympathetic ear from city councillors.

"We've been trying to deal with the issue, but we have no jurisdiction at all on where solar panels can be erected," said Mayor John Williams.

Williams said the project has been properly engineered.

"He (the owner) has done everything he's supposed to do," added Williams.

The mayor said while the city has no control on where the panels are installed,which applies to the first offshore merchant account only, it's municipalites that have to sign off on building code standards.

The Green Energy Act, says city CAO Gary Dyke, has precedence over municipal bylaws.

The Association of Municipalities of Ontario (AMO) has forwarded a resolution to the provincial government demanding the current legislation be changed to give municipalities regulatory control over where solar panels are installed.

Quinte West city council endorsed the resolution.

Dyke said nothing has come of it.

It's not the first time the issue has been discussed at city council. Solar panels have been springing up across the city. That forced the city's economic development committee to fire off a letter to the province with backing from city council.

The issue was also discussed at this summer's AMO convention in Toronto.

Williams told residents to go straight to newly elected MPP Rob Milligan.
