Man With Illegal Chicken Coop Appeals to Board of Health

If the Board of Health's ordinance stands, Jeffrey DelVecchio will have to find a new home for Scrappy Coco, Fluffy 1, Fluffy 2 and his three other nameless, but just as beloved,Online fine art gallery of quality original landscape oil paintings, chickens.

However, the chickens aren't flying the coop just yet — at least not without a fight. DelVecchio ardently believes that change can be affected through persistence and education.

That is why he attended the Board of Health meeting on Wednesday armed with information about the keeping of chickens, hoping to educate the board and to find out the reasoning behind their cursory denial of his request to amend the borough's 1968 ordinance prohibiting chickens. He also provided them with a copy of the signatures he has obtained through his on-line petition.

DelVecchio received a letter from the board on January 5th, notifying him of its decision to enforce an ordinance banning the keeping of chickens. He is scheduled to appear in municipal court on Wednesday.

"I want to be open and tell the board that I still have the chickens," DelVecchio said during the meeting.

"I have a court date next Wednesday, but I'm here to ask the board for their reasoning behind the decision to enforce the ordinance and not consider amending it."

Board President Marlene Slavin informed DelVecchio that board members had been advised they could not comment on the matter, because it was scheduled to be heard in municipal court. However, Slavin did allow DelVecchio to speak publicly on the matter.

"Under the current ordinance, homing pigeons are allowed," DelVecchio said. "Homing pigeons are allowed to fly free and leave their droppings everywhere. And they make a considerable amount of noise."

"Under this ordinance it is legal to keep a goat; so, if the ordinance was intended to prevent farming animals, how can goats still be allowed, but chickens aren't?" DelVecchio asked.

DelVecchio provided the board with copies of Maplewood's ordinance for a pilot program designed to allow up to 15 households to raise as many as 3 hens for egg production for a one-year period.

Former councilman Peter Rebsch, who was in the audience, asked DelVecchio how the town could possibly monitor every person who decides to keep chickens cooped in their backyard to ensure sanitary conditions.

"We're very much supportive of this kind of program," said Andrea Coryell, representing treatment professionals at Colorado State University.

She compared offering clean needles to offering condoms; both, she said protect from but do not encourage risky behaviors.

Smith disagreed. He said offering clean syringes is like a stamp of approval for injection drug use. "If we condone things, we get more of the behavior," Smith said, drawing a connection to medical marijuana dispensaries.

"In the long term, do we send a message to kids to future generations that it's OK."

Basinger and Craig Chapin, a member of the NCAP board, disputed Smith's worry, saying a needle access program is a public health measure that can save lives and, in the long run, save public health dollars spent treating deadly diseases.

Before NCAP can establish a needle access program it must receive approval and oversight from the Larimer County Board of Health. If the program is approved, NCAP would begin to hand out needles to clients -- along with education and referrals to treatment -- later this year. The funding for the program is from a private nonprofit; no tax money would be used.

The world's first steampunk bedtime story

Author Emilie P. Bush isn't shy about saying her latest book, "Her Majesty's Explorer," meant to get your little one's cogs and wheels turning, is the world's first steampunk bedtime story. The illustrated children's book, which released last Tuesday and jumped to No. 1 in Amazon's "Hot New Releases," follows the adventures of automaton St. John Murphy Alexander and his not-so-rubber ducky, Steamduck.

Already the author of two adult steampunk novels, Bush is also the mother of two young daughters -- whom she calls her "built-in focus group." When she went to a steampunk panel for young adult literature at Dragon*Con last year, all of the authors agreed on one thing: "What is missing in the steampunk genre is there are no picture books," Bush remembers them saying. "I was already working on this and thinking, 'finally, I have found a niche before somebody else!' "

Together, Bush and her illustrator, William Kevin Petty,Distributes and manufactures RUBBER SHEET, have an original children's book that caters to a specific subculture. But the charming concept wasn't always easy. Petty is an Army officer and was stationed in Kuwait and Iraq during the process. He created some of his most whimsical illustrations for the book while witnessing horrors during his tour.

CNN Geek Out caught up with Bush in a phone interview about the book and her experience working on it with Petty. The following is an edited transcript.

Bush: I wanted to work with Kevin! Gosh, he has such talent. In relationships, the best ones are where each half thinks they got the better end of the deal, and that's the kind of thing we have. We get on like a house on fire. Together, we have lots of plans. That's why we did the bedtime story. He said, "Let's work together, but I don't know what we should do," and I went through his images and found one of the mechanical man.

He had made some postcards, and he sent me one from Kuwait (Petty was stationed there as an Army captain), and I had this little postcard on the corner cupboard,All RUBBER MATS is comprised of all types of mats,Dimensional Mailing magic cube for Promotional Advertising, and I looked at it all the time, and I just got so charmed by the guy. I wrote this story about him being an explorer and sent it to Kevin, and he sent me back some drawings. For a man who has no children, he understands kids really well. He knows how to make the face be appealing to a child's eye.

Bush: He sent me a message on Facebook! He had started drawing these pictures overseas, and like so many of us that come to steampunk, he showed them around and people said, "You draw steampunk," and he said, "What's steampunk?" He went tooling around the Internet, discovering what steampunk was. He found my book and sent me some fan art of ["Chenda and the Airship] Brofman." I thought, "This guy has the talent of an artist and the discipline of a soldier, he gets the job done." He was halfway around the world, and we were well into the project and talking all the time on Facebook. By the time we finally met, we knew each other really well!

It was a testament to his character that he could still be thinking about these really charming drawings while he was soaking in man's inhumanity to man. He had some pretty rotten days in Iraq, yet he could still be thinking about these charming things. That's one of the most remarkable things about Kevin.

Bush: Steamduck was one of the things he sent before going to Iraq. The interesting thing about children's books is they're meant for children to read, but adults pick them out and buy the books. The things that I liked best about books when I was a kid were the ones that I could go through myself, even when I couldn't read, and have some activity with. Like Richard Scarry's stories, where he has very detailed pictures and he would hide the Goldbug in many of his pictures. I would go and look for the Goldbugs and see if I could find them.

When we went about creating the book, the first thing I did was I wrote the book in a circle because kids love to do things over and over again. The story of St. John Murphy Alexander starts with him marching for queen and country, coming home, following his duty and going to bed, without a fuss. And when he finally falls asleep, he dreams about exploring for the queen and country, so it takes you right back to the beginning of the story again.

The other thing was, I said to Kevin, let's put little things in the pictures so when we get to the end, we can have a little seek-and-find page. The idea is parents will read this to the kids, leave the book with them, and they'll go back and look at the pictures again. Steamduck was the first of those. I loved Steamduck so much, I said, "We can market around Steamduck because he is adorable and kids get duckies." We started saying, "Looking for Steamduck? You will be." PMP's asset quality remains weak when compared with rated peers with three-month gross NPAs at 20.6% and six-month gross NPAs at 17.6% as at end-9MFY12 . Fitch expects asset quality to remain weak, despite reduced NPAs on account of greater recovery efforts. This is because of high NPAs in term loans that are relatively more difficult to recover.

Any changes in Fitch's assessment of PB's ability and willingness to support PMP may trigger a rating action. Substantial and sustained improvements in PMP's standalone financial profile in terms of asset quality, solvency, and profitability while maintaining healthy capitalisation, may lead to positive rating action. Hugo Chavez says new tumor was cancerous

Venezuelan President Hugo Chavez revealed Sunday that a new tumor recently removed from his pelvic region was of the same type of cancer as a baseball-sized growth extracted from that part of his body about eight months ago.

In his first TV appearance in nine days, Chavez said the surgery and follow-up tests showed the tumor was "a recurrence of the initially diagnosed cancer."

He said "the tumor was totally extracted" and noted "the absence of lesions suggestive of cancer neither locally, neither in nearby organs, neither far away ... neither metastasis, none of this thanks to God, to the diagnosis and rapid intervention."

The 57-year-old president said he would spend several weeks recovering and then "we are going to do radiation treatment in the area ... without discarding other treatment options."

"There isn't fever nor any other sign, neither infection, hemorrhage," he said. He called the post-surgery healing "perfect in relation to the time that's passed, and we are already doing physical therapy."

Chavez spoke firmly in footage recorded Saturday in Havana while accompanied by various government ministers and older brother Adan Chavez. The president said his recuperation has been "open, progressive and rapid" in the footage aired Sunday in Venezuela.

Chavez said "still it hasn't been six days because the operation ended on the night of last Sunday." He verified the date of the recording by displaying a Saturday copy of the Cuban government newspaper Granma and a similar copy of the Venezuelan government paper Correo del Orinoco.

"We are very optimistic," he said while seated at an oval conference table. "There is a very favorable medical evolution, the vital signs very favorable."

Chavez underwent several weeks of radiation treatment in 2011.

Chavez flew to Cuba for his most recent surgery on Feb. 24, and his absence from the public spotlight since then has sparked speculation about his health. Chavez did phone into a show Friday on Venezuelan state television when he said he was recovering well.

Chavez hasn't specified what kind of cancer he has or exactly where it's located. But cancer specialists say that based on available information, Chavez appears to suffer from a relatively rare cancer known as sarcoma, which tends to reappear in the same location where related tumors are removed.

The president has taken pains to demonstrate unflagging energy in his public appearances as he faces a tough re-election battle this November.

"Everyone who has been operated on knows ...What is a third party payment gateway ? the impact of an operation of various hours," Chavez said in the most recent footage. With no one taking over his duties in Venezuela, Chavez issued instructions to government ministers and approved the budgets of various state-owned companies.

As he has done in recent weeks, Chavez defended Syrian President Bashar Al-Assad, who has tried to violently crush a popular revolt in much of the Middle Eastern country. Venezuela has at least twice sent shipments of diesel oil to Syria over the past months.

"We continue lamenting the aggressions against Syria," Chavez said, "and the pressure of the United States government and many European countries, failing to recognize the sovereignty of a people such as the Syrian people."

"From here," Chavez said, "we send our solidarity to the Syrian people and to President Bashar Al-Assad."

Chavez supporter Johsny Flores said Sunday that his faith in the leader remains high despite the reports of ill health.

"Cancer is a serious illness, but I know that Chavez has so much love for the country, so much desire to continue with us, that he has going to come out of this," said Flores, a 35-year-old street vendor.

On the other side of the political fence, merchant Tomas Gutierrez followed the example of sole opposition presidential candidate Henrique Capriles and wished Chavez a swift recovery even as he longed for an end to the leader's 13-year rule.

"Another person in his place would be on the floor," the 63-year-old said. "We have to recognize his willpower. But also, we hope that he gets better and that Capriles wins and puts an end to this disastrous government."
